Help! My German Shepherd is hurting my American Bulldog Puppy

I have a German Shepherd Puppy ( Rocky ) who is 5 months old. We have had him since he was 5 weeks. We recently brought an American Bulldog ( Jack ) puppy 4 weeks old. Rocky doesn't like Jack. Everytime he sees him , he barks and puts his paw ontop of him. He gives him little pich like bites and follows him around. Jack is showing no signs of harm and he continues to follow Rocky around but Rocky doesn't like it. He runs into him full force and knocks him over but Jack still goes up to him. He shows no sign of fear. Are they playing, getting to know each other, or is Rocky a threat to Jack. Thanx in advance
Pinch like..not pich

That is a fine line between rough dominance playing and just dominance. All dogs establish a "pack leader" and it kind of sounds like that is what they are doing. I would make it clear that YOU are the one in charge, anytime they start going at each other, clap really loud, squirt then with water, whistle loud, make some kind of loud noise or something to distract them each time they do it. Then take them both outside and play with them, eventually they will learn that getting along is better, it won't happen over night though.
